Your Lordship will observe that
on the motion of Hr. M. Stewart seconded by Mr. E. Osborne,
I agreed to adjourn the debate on the resolution. During
the period of adjournment the Unofficial Members discussed
among themselves the best method of raising the required
revenue from intoxicating liquor and at a meeting held by
them on the 18th. of last August they adopted the resolut-
-ions, of which I enclose a copy. These resolutions were
forwarded to me on the same day by the Senior Unofficial
Member with an intimation that the Unofficial Members
would value an opportunity of discussing them with me. I
gladly assented to their proposal, and it was in order to
give effect to the first of their resolutions that the
present Ordinance was drafted. The up-shot of the discuss-
-ion which took place is fully described in my speech in
the Legislative Council.
4.
The Bill was read a first time on
the 10th. ultimo and passed through the remaining stages
and received my assent on the 17th. ultimo on which day
the enclosed regulations made thereunder were passed in
Executive Council. I attach copies of the Hansard Reports
of the debates in Legislative Council on both occasions.
